whats wrong with my code?

hey I'm writing code for a multilevel queue scheduler. It's a system with 2 queues Q1 which holds processes with priority (0-3) and Q2 (4-7).Q1 works using SJF and Q2 using FCFS. No preemption. I'm trying this but it wont run properly it doesnt return the queues.It's not done yet but i wanna know why it's not working so far.
